    Here’s a question: how does a lead techie influence a dysfunctional management structure to change it to be more effective?

    Who am I: A project manager with a knack for process re-engineering, cross country motorcycle trips, and collecting tattoos.

    Scenario leading to the question:
    - dealing with government
    - an environment of high-turnover (~75% over two years, by mandate)
    - turn over results in the few veteran’s having a great deal of influential authority
    - process is loosely defined and detrimental to overall goals
    - management has high hopes for introducing a silver bullet (new process) but an unclear idea of what that should be

    Question:
    - What suggestions, tips and tricks can you share in regards to gaining enthusiasm from the veteran’s, specifically towards the idea that the silver bullet is not defined, but rather an organic, continuous pursuit of improvement?
